Seeing the World as a Network – RSAM Toolkit

Last week I talked about Cristina de la Torre (and her lemur friends). This week I want to mention a tool she was working on that was recently finished – the Referral Systems Assessment and Monitoring (RSAM) Toolkit. You can see it online here. The toolkit has two components:

1. Referral System Assessment (RSA) to obtain an in-depth examination of how well referral processes and mechanisms are functioning at a given point in time

2. Referral System Monitoring (RSM) to generate routine data on the frequency and completion of referrals across services

Referrals are an important way for providers to link clients to the services they need, and for clients to access a comprehensive package of health and related services. RSAM was finalized in March of this year, and is already being used in Kenya. Tanzania and Botswana have also expressed interest.

Jim Ricca, Svetlana Negroustoueva and Ilona Varallyay developed the original toolkit. Kate Mbaire and Simon Baker led the piloting in Kenya and Thailand, respectively. The Kenya and RDMA MEASURE Evaluation teams, mission staff and implementing partners helped with the piloting.
