Using case studies, Windsor presents conceptual and methodological frameworks for the six phases of health program evaluation: 1) introduction to evaluation; 2) models of evaluation planning; 3) efficacy and effectiveness evaluation; 4) measurement and analysis evaluation; 5) process and qualitative evaluation; and 6) cost analysis and basic economic evaluation. He offers a model for measuring health impact and health outcomes and shows how to extend these measurements to establish an evidence base for future practice.
