Data Quality for Monitoring and Evaluation SystemsPEPFAR emphasizes the need for data quality to be at the core of HIV program activities. To improve data quality, PEPFAR guidance suggests that countries employ more stringent and systematic data quality assurance procedures, which can be achieved with data quality assessments (DQAs)—capabilities at the core of the work MEASURE Evaluation is doing in this arena.

Achieving data quality requires attention to critical aspects of M&E system design, implementation, and capacity, as well as standardized definitions of indicators, processes for compiling and transmitting data, and capabilities to manage data at facility and district levels. MEASURE Evaluation has worked with key international partners to develop a series of tools to evaluate the capacity of M&E systems to collect, compile, and report high-quality data to inform program planning and M&E, to measure the accuracy of reporting on priority indicators, and to address data quality problems.
